The U.S. Department of Commerce (DOC) has announced the final results of its administrative review concerning the antidumping (AD) duty order on heavy-walled rectangular welded carbon steel pipes and tubes imported from South Korean steelmaker HiSteel.
For the review period from September 1, 2022, to August 31, 2023, the DOC concluded that HiSteel did not sell these products at less than normal value. Consequently, the department assigned a weighted-average dumping margin of zero percent for HiSteel, consistent with preliminary findings.
Effective Date and Impact
This decision takes effect from July 8, 2025, meaning no antidumping duties will be imposed on HiSteel’s shipments of these products to the U.S. during this period.
The ruling reflects continued scrutiny of pricing practices in the steel sector and provides relief to HiSteel in the U.S. market.
