U.S. Industry Petitions for Trade Probes on Rebar Imports from Algeria, Bulgaria, Egypt, and Vietnam

A coalition of major U.S. steel producers has filed a petition seeking antidumping (AD) and countervailing duty (CVD) investigations into rebar imports from Algeria, Bulgaria, Egypt, and Vietnam, alleging unfair trade practices.

Wiley Rein LLP, a Washington-based law firm, submitted the petition to the U.S. Department of Commerce (DOC) and the U.S. International Trade Commission (USITC) on behalf of the Rebar Trade Action Coalition, which includes Byer Steel Corporation, Commercial Metals Company, Gerdau Ameristeel US Inc., Nucor Corporation, Optimus Steel, and Steel Dynamics, Inc.

The coalition claims that foreign producers are receiving government subsidies and selling rebar in the U.S. at prices below fair market value, harming domestic manufacturers.

Between January and May 2025, the U.S. imported:

  • 86,535 metric tons from Algeria

  • 55,439 metric tons from Bulgaria

  • 62,165 metric tons from Egypt

  • 105,749 metric tons from Vietnam

The subject merchandise falls under HTS codes 7213.10.0000, 7214.20.0000, and 7228.30.8010.

If the DOC and USITC determine there is sufficient evidence, they may launch formal investigations that could lead to the imposition of duties on rebar imports from the named countries.
