The Canada Border Services Agency (CBSA) has initiated a pair of trade remedy investigations into steel strapping imports from China, South Korea, Turkey, and Vietnam, following a formal complaint filed by JEM Strapping Systems Inc.
The CBSA has launched:

An antidumping (AD) investigation into whether steel strapping from all four countries is being sold in Canada at unfairly low prices, and
-
A countervailing duty (CVD) investigation specifically targeting Chinese steel strapping, to assess whether it is being subsidized by the Chinese government.
The investigations cover steel strapping products under the following tariff classification numbers:
7212.20.00.30, 7212.30.00.10, 7212.30.00.30, 7212.40.00.10, 7212.40.00.29, 7212.40.00.90, 7212.50.00.50, 7212.60.00.00, 7217.10.00.55, 7217.20.00.10, 7217.30.00.10, 7226.99.00.93, 7312.90.00.00, and 7326.20.00.00.
A preliminary decision is expected by August 11, 2025, after which provisional duties may be imposed if the CBSA finds sufficient evidence of dumping or subsidization.
The move reflects Canada’s ongoing efforts to enforce fair trade practices and protect domestic manufacturers from injurious import pricing and foreign government subsidies.
