Ukraine’s Interdepartmental Commission on International Trade has announced the extension of its antidumping (AD) investigation to include imports of prepainted galvanized steel coils and silicon-manganese steel wire from Malaysia, amid suspicions of circumvention of existing duties on Chinese products.
The action stems from complaints filed by Heavy Metal LLC and MODUL-UKRAINE LLC, who allege that Malaysian imports are being used as a channel to reroute Chinese steel products that are already subject to AD duties.
According to the Commission, evidence suggests a shift in the structure of imports since Ukraine imposed antidumping duties on China, with imports from Malaysia increasing as Chinese imports declined.
Key Measures:

Current antidumping duties on Chinese prepainted galvanized steel coils, ranging from 30.76% to 48.14%, will now be provisionally applied to similar imports from Malaysia.

Importers from Malaysia must now make deposit payments during the investigation period.

The 32.6% antidumping duty on silicon-manganese steel wire from China has also been extended to Malaysian imports, following a similar surge in trade patterns.
The wire in question falls under customs code 7229 20 00 00 and has seen notable import growth from Malaysia since the duty on Chinese material took effect in 2023.
