Brazil Launches Antidumping Probe into Chinese Steel Imports Amid Surging Volumes

The Brazilian Secretariat of Foreign Trade (SECEX) has formally launched an antidumping investigation into hot-rolled coil (HRC) steel imports from China, citing concerns over potential unfair pricing practices.

The investigation will cover HRC of various dimensions and grades, including cut-to-length products and special alloy variants.

SECEX has 70 days to complete the investigation, during which it will initially reference U.S. market prices as a benchmark. However, involved parties will have the option to propose alternative countries for market price comparison.

According to official trade data, Brazil imported 632,400 metric tons (mt) of HRC in 2024, with China accounting for 538,970 mt—representing a dominant 85% share of total HRC imports.

This probe could have significant implications for China-Brazil trade relations, as well as for Brazilian steelmakers pushing for protective measures against low-priced imports.
