USPP Urges CBAM Postponement to Support Ukrainian Exports

The Ukrainian Steel Producers’ Union (USPP) has urged the government to seek postponement of the EU’s Carbon Border Adjustment Mechanism (CBAM) for Ukrainian steel exports. In light of ongoing conflict and economic recovery efforts, USPP argues that immediate inclusion in CBAM would harm competitiveness.

They propose deferring CBAM implementation until post-war reconstruction is well underway, allowing domestic producers time to adopt greener processes and meet compliance standards. Such a delay would cushion Ukraine’s export sector from sudden cost shocks.

With the European destination market being critical, USPP stresses that targeted diplomacy and timeline flexibility are essential to preserve Ukraine’s position in global steel trade.
