U.S. Finds South Korean Steel Producers Received Subsidies in Preliminary Trade Review

The U.S. Department of Commerce (DOC) has released the preliminary results of its administrative review of countervailing duties (CVD) on certain cut-to-length (CTL) steel plate from South Korea, covering the period from January 1, 2023, to December 31, 2023.

In its findings, the DOC determined that certain South Korean producers and exporters received countervailable subsidies during the review period. The preliminary subsidy rates are:

  • 2.21% for Dongkuk Steel Mill Co., Ltd.

  • 1.31% for Hyundai Steel Company

Additionally, the DOC announced that it is rescinding the review in part for the following six companies, which were not subject to the subsidy determination:

  • Ajin Industrial Co., Ltd.

  • BDP International

  • Daeik Eng Co., Ltd.

  • Ohsung Co., Ltd.

  • Samjin Lnd Co., Ltd.

  • Sung Jin Steel Co., Ltd.

The final results of the review are expected within 120 days of the preliminary decision’s publication in the Federal Register.
