Kazakhstan Plans Temporary Ban on Semi-Finished Steel Exports

Kazakhstan’s Ministry of Industry and Construction has proposed a six-month ban on the export of semi-finished steel products, specifically those falling under HS codes 7206 and 7207, according to a draft policy currently under public review.

The move is aimed at stimulating domestic processing of raw materials and increasing production of higher value-added finished products, thereby strengthening the country’s industrial base and reducing reliance on imported finished steel.

The draft regulation is open for public consultation until June 11, offering stakeholders a chance to provide feedback.

In January 2025 alone, Kazakhstan exported 24,566 metric tons of billet and bloom, underscoring the significance of the semi-finished steel trade in the country’s economy.

If implemented, the ban could represent a major shift in Kazakhstan’s steel sector strategy by redirecting raw material flows toward domestic use.
