Hecate Energy, Tosyalı Algerie, and Sonatrach Launch Major Green Hydrogen Initiative in Algeria

In a significant move toward sustainable industrial development, US-based Hecate Energy, Algerian steelmaker Tosyalı Algerie, and state-owned energy giant Sonatrach have announced a strategic partnership to develop a large-scale green hydrogen facility in Algeria.

The project, which aims to support green steel production in the region, builds on feasibility studies completed in 2024 by Tosyalı Algerie and Sonatrach. These companies previously signed a memorandum of understanding to explore opportunities in green hydrogen production, according to industry sources.

The development will proceed in two key phases:

  • Phase One will focus on completing detailed feasibility and profitability studies.

  • Phase Two will involve the construction of the hydrogen plant.

While specific details such as the plant’s cost, location, and production capacity remain undisclosed, the initiative has attracted significant international backing. The European Union and Germany’s Federal Ministry for Economic Cooperation and Development have committed €28 million in funding to support the project.

This partnership aligns with Algeria’s national energy strategy, which targets 27% of its energy mix from renewables by 2026. The country also aims to produce 15 gigawatts of clean power as part of its transition toward a low-carbon economy.
