Canada Launches Dumping and Subsidy Investigations into Chinese Cast Iron Pipes

The Canada Border Services Agency (CBSA) has officially initiated antidumping (AD) and countervailing duty (CVD) investigations into imports of cast iron soil pipe from China, following a formal complaint by Canada Pipe Company ULC, operating as Bibby-Ste-Croix.

CBSA Targets Unfair Trade Practices

The investigations aim to determine whether Chinese exporters are selling the pipe at unfairly low prices in Canada or receiving government subsidies that distort the market. The CBSA’s preliminary decision is expected by September 24, 2025.

The cast iron soil pipes under scrutiny are currently classified under:

  • HS code 7303.00.00.10

  • HS code 7303.00.00.90

These products are commonly used in drainage systems and construction projects across Canada.

Implications for Importers and Industry

If the CBSA finds sufficient evidence of dumping or subsidization, provisional duties may be imposed as early as this fall, potentially increasing costs for importers and prompting shifts in supply chains. The complaint marks a growing scrutiny of Chinese industrial goods in North American markets.
