Taiwan Imposes Temporary Anti-Dumping Duties on Chinese Hot-Rolled Steel Imports

Taiwan has announced the imposition of temporary anti-dumping duties on certain Chinese hot-rolled steel products, following a preliminary investigation that found evidence of unfair pricing practices harming the local industry.

According to Taiwan’s Customs Administration, the provisional duties will take effect from July 3, 2025, and remain in force for four months.

The move comes in response to a joint complaint filed by China Steel Corporation and Dragon Steel Corporation in March, which prompted the initiation of an anti-dumping investigation.

"The preliminary findings revealed dumping practices by Chinese exporters, justifying immediate provisional measures to protect Taiwan’s domestic steel industry," the Customs Administration stated.

Under the provisional ruling:

  • Baoshan Steel, Baogang Zhanjiang, and Shanghai Meishan Steel, along with their affiliated manufacturers, will face a duty of 16.9%.

  • All other Chinese exporters of the relevant steel products will be subject to a 20.15% duty.

The products affected include hot-rolled flat products of non-alloy and other alloy steels, with thickness ranging from 1.1 mm to 25.4 mm, and hot-rolled flat products in coils with thickness between 1.1 mm and 6 mm. The duties apply to 65 specific commodity items.

This development follows a similar move in Vietnam, where the Ministry of Industry and Trade in May announced a review of anti-dumping duties on Chinese hot-rolled steel. While most rates remained unchanged, Win Faith Trading Limited was slapped with a 27.83% anti-dumping duty.
